Consultant: Liaison – Perkumpulan Cipta Rukun Upaya (Jun 2026 – Dec 2026))
CRU Indonesia (Perkumpulan Cipta Rukun Upaya) is a non-profit organization established in 2024 that strives to create a peaceful, inclusive, and just society through collaborative and peaceful conflict resolution approaches. The organization primarily engages in conflict mediation, community empowerment, policy dialogue, research, and capacity building across various focus areas, including natural resources, human rights, and governance.
Currently, CRU is implementing a project titled “Building a Decentralized Conflict Resolution Mechanism through KPH Strengthening,” scheduled to run from May 2026 to March 2027. Financed by the Ford Foundation, this initiative aims to ensure that indigenous peoples and local communities living in and around forests achieve tenurial certainty and inclusivity. The project focuses on developing, testing, and institutionalizing decentralized conflict monitoring and complaint mechanisms across pilot provinces, including Aceh, Central Sulawesi, and East Nusa Tenggara (NTT), ultimately aiming to create transparent grievance systems and integrate conflict risk screening into regional forestry management.
- Stakeholder Coordination and Relations
- Coordinate with regional stakeholders to secure necessary support for program implementation.
- Engage with local government ranks, including the Forestry Department, Forest Management Units (KPH), Social Forestry Office, and Kesbangpol.
- Accompany and support communication and coordination processes between the CRU Indonesia team, local partners, and regional stakeholders.
- Facilitate communication with indigenous communities, local populations, and civil society organizations within the working area to ensure smooth program execution.
- Assist in scheduling and organizing coordination agendas, meetings, workshops, and training sessions in the working area.
- Program Implementation and Field Activity Support
- Support the execution of multi-stakeholder consultations, workshops, training sessions, and other field activities.
- Ensure all technical and administrative requirements for field activities are fulfilled.
- Manage participant coordination, secure activity permits, prepare logistics, and handle other operational needs.
- Conduct follow-up communications regarding activity outcomes, specifically targeting stakeholders in the field.
- Decentralized Conflict Resolution Mechanism Study and Trial Mentoring
- Support the facilitation of multi-stakeholder consultations during the development and trial mentoring of the decentralized conflict resolution mechanism.
- Collect necessary data and information required for developing the decentralized conflict resolution mechanism.
- Support socialization efforts during the trial activities of the decentralized conflict resolution mechanism.
- Accompany the execution of development activities and the testing of conflict complaint and monitoring mechanisms in designated pilot areas.
- Provide technical and administrative preparation support for field activities.
- Program Documentation and Reporting
- Gather field data, information, and activity documentation according to program requirements.
- Draft meeting minutes, brief activity reports, and documentation of coordination outcomes.
- Assist the assessor team and GIS Specialist with field data verification when necessary.
- Maintain, store, and manage activity documentation in a neat and highly structured manner.
- Program Analysis and Learning Support
- Identify ongoing developments, challenges, conflict risks, and stakeholder dynamics within the assigned working area.
- Provide strategic input and feedback to the program team regarding stakeholder engagement and risk management.

My Scope of Work
- Coordinated the formulation, drafting, and strategic follow-up of the Regional Food Action Plan (RAD Pangan) at both district and provincial levels in NTT.
- Facilitated technical discussions and multi-stakeholder consultation forums to effectively translate research findings into actionable provincial food policies and action plans.
- Maintained regular communication and strategic coordination with provincial/district government counterparts and local partners in NTT to monitor relevant policies and execute agreed-upon actions.
- Integrated workshop outcomes and research evidence into national policy processes, synthesis reports, and popular communication products.
- Drafted comprehensive policy briefs, recommendation notes, and strategic process summaries to support the integration of research findings into the official draft of RAD Pangan NTT.
- Developed accessible, contextualized discussion materials and visual summaries derived from vulnerability analysis and village-level option assessments.
- Led and facilitated 3 major participatory multi-stakeholder Focus Group Discussions (FGDs) in Sikka, Flores Timur, and Kupang, utilizing advanced facilitation techniques to guarantee equal voice for all participants.

Consultant: Government Data Analysis – DT GLOBAL/SKALA (Des 2025 – May 2026)
Scope of Work:
- Provided high-level technical expertise in data collection, cleaning, processing, and pattern identification to generate comprehensive socio-economic reports and interactive data visualizations.
- Supported data analysis and content development for the NTT Regional Data Portal (Sasando) in close collaboration with BAPPERIDA and Dinas Kominfo NTT.
- Conducted rigorous technical analysis on sub-national budgeting data (APBD), BPS datasets (Susenas, Sakernas, DTSEN), and sectoral datasets (Dapodik, Satu Sehat) from various local government offices (OPD).
Provincial Governance Advisor – The Asia Foundation/USAID ERAT (Sep 2023 – Mar 2025
SOW & Achievement:
- Provided technical advice on the work plans for both provincial and district levels.
- Provided technical support in local governance and public service delivery to PC and DFs, and backstopped subcontractors, grantees, and short-term technical assistants (STTAs) to maximize project results.
- Supported PC and DFs in developing and maintaining strategic relationships with the provincial government, local governments, academics, private sector, media, and CSOs in NTT.
- Provided technical support and advice on capacity development efforts, including conducting training, workshops, and other events at the provincial level.
- Engaged with provincial and district stakeholders to identify priority areas for local governance and public service delivery within the scope of USAID ERAT.
- Facilitated a collaborative framework between the Provincial and District Governments of West Manggarai to enhance the use of integrated data and apply GEDSI principles, expanding BPJS Employment Insurance contribution subsidies to nearly 8,000 vulnerable informal workers by 2025.
- Facilitated inter-agency collaboration within the Provincial Government to improve the effectiveness of poverty graduation programs through the development of the integrated poverty dashboard.
District Facilitator – International City/County Management Association (ICMA)/USAID ERAT (May 2022 – Aug 2023)
SOW:
- Under the supervision of the Public Administration Advisor and under the coordination of the Provincial Coordinator, oversee project implementation and monitor progress in the respective district assigned;
o Provide consultations on the district implementation plan and annual work planning;
o Under the coordination of the Provincial Coordinator and the ERAT project team, coordinate subcontractors/grantees and individual consultants to implement ERAT in the respective district;
o Develop and maintain good relationships with the local government and various local actors, including non-governmental organizations, community-based organizations (including women, PWD, customary/adat, youth-based organizations), universities, and the private sector in implementing activities on the ground;
o Provide strategic and technical oversight for activities in the assigned district, ensuring effective and efficient implementation and reporting any technical or administrative implementation issues to the Provincial Coordinator and the ERAT Team in Jakarta;
o Under support of the ERAT Team, conduct rapid governance and public service delivery assessment of the district at the initial phase of the district-level implementation and prior to mid-term. - Facilitate technical and financial reporting as needed to the Provincial Coordinator and the ERAT Team in Jakarta.
- Support the inclusion of women, youth, person with disabilities and other marginalized groups in all aspects of program implementation.
- Support and coordinate capacity development efforts, including training, workshops, and other events at the district level.
- Maintain the highest standard of integrity and ensure compliance with all project procedures and processes, with ICMA policies, and with USAID contract requirements.

- Providing technical input for the development of the political economy analysis report for NTT;
- Serving as the point of contact with the project civil society organization (CSO) partner in NTT, and providing technical assistance in conducting the provincial political economy analysis;
- Facilitating a network between the provincial CSO partner and provincial local governments and other stakeholders;
- Conducting assessment activities and providing technical advice on local governance issues as requested;
- Assisting with the co-design of Task Order 2: Implementation, informed by the final PEA provincial reports.
